What a DDP Quote Must Contain Before You Compare It
Two DDP quotes for the same 40 handsets can differ by more than the radios cost, and the difference is usually invisible until the invoice. Under DDP the seller carries the duty, so the quote is only comparable if it states the HS code, the declared value basis, who is the importer of record, what happens to storage if clearance stalls, and whether the price survives a tariff change between order and arrival. Five lines to demand before you sign.
| Specification | Why it changes.. | What to ask.. |
|---|---|---|
| Line | Why it changes the price | What to ask for in writing |
| HS code | Duty and VAT are computed per code, and similar radios can classify differently | The exact code the shipment will be declared under, plus the reasoning |
| Declared value basis | Duty is levied on the declared value, so a lower declaration lowers duty and raises the risk of a customs adjustment | State the basis: goods value only, or goods plus freight and insurance |
| Importer of record | Under DDP the seller clears the goods, which normally requires a local entity or a nominated broker | Who is named as importer, and which broker clears it |
| Storage and demurrage | If clearance stalls, the clock runs and someone pays per day | A stated free-storage window and who bears the cost after it |
| Tariff-change clause | A quote priced before a duty change can become loss-making or renegotiated mid-shipment | Whether the price is firm against duty changes, and for how long |
DDP
DDP is often sold as one number, but it is a bundle of obligations. The seller agrees to deliver duty paid, which means the seller is the party exposed to classification, valuation and clearance timing. That is precisely why a DDP quote must be itemised: the buyer cannot audit a single number. Start with the HS code. Radio transceivers commonly fall in the 8525 heading, but sub-headings distinguish handheld transceivers from base stations and parts, and the duty rate follows the sub-heading rather than the product's marketing name. A quote that omits the code is not a DDP quote, it is a delivered price with an unresolved variable in it.
Incoterms
The valuation basis is the second lever. Duty is assessed on declared value, and a quote that quietly declares goods only while another declares goods plus freight is not cheaper - it is differently exposed. Ask which basis applies. Third is the importer of record: under DDP the seller clears the goods, which in most jurisdictions requires either a local entity or a nominated broker, and the name on that line determines who answers a customs query at 9 a.m. on arrival day. Fourth is the clock. Clearance delays are normal, storage is charged per day, and a quote without a stated free window and a named bearer of the overrun leaves the buyer holding a cost that was never priced. Fifth is the tariff-change clause, and it is the one buyers skip. A price agreed in one month and shipped in the next crosses whatever duty change happens in between; without a clause the seller either absorbs it or returns for more money at the worst moment. We quote DDP for the European Union, the United States, the UAE, Saudi Arabia and Australia, and for those lanes the five lines above appear on the quotation itself rather than on request. Where a lane is DAP instead, the quote says so and names what the buyer will pay on arrival - a DAP price presented as DDP is the single most common surprise in this trade.
